In reply to Your Excellency's Letter to me of this date, 82113, stating it is not in Your Excellency's power to check the sale of Guns and Munitions of War in this Colony, I have only to express my regret on the subject; as, if such articles cannot be restricted here, it is more than probable that the Chinese pirates who have lately incurred severe loss, and punishment, will
